Procedures & licensing for obtaining licenses must:
- Be simple
- Be free
- Take into account the need for different sources of financing
- Should not set requirements that prevent, in practice, community radio stations from submitting a request to the State for the acquisition of frequencies.
- Guarantee that indigenous community radio stations can use their own languages.
